Fish deaths at Deepor Beel

             To the next talks, Bodoland has remained an apple of discord as the same geographical location has been demanded by the other communities with fewer competencies. Recently, some of our honoured leaders have claimed themselves as the only precursor of Bodoland movement, that they can conceive separate Bodoland state only on the lines of the present BTC which lacks many advantages of administration development. They think of conceiving a full pledged statehood with increased power of home and finance department to be independent and free from state interference. The govt. hinted it and it may also materialize.

          It’s a good idea intertwined with the idea of integrity and understanding. Many of the intellectuals support this idea.

        But, the reality has been quite different at present. The recent up rise of the anti-Bodo elements in the heart of Bodoland has resulted due to the deprivation of their rights and privileges as they asserted and it has crippled the very foundation of the unity that the Bodos had been enjoying under the leaderships of BPF and ABSU. It would be a gross mistake on the parts of BPF to say that they had never been a part of Boodoland movement under the aegis of ABSU in the past. It was a time to establish the greater Bodo nation in the corridors of developed nation, but our lethargic and selfish motive has led to the degradation to the root level.
              As reported and to everybody’s knowledge, the ABSU will assert its continued demand for Bodoland and in parallel the ruling BPF may assert its influence on to promulgate Home and Finance department to the BTC for more efficient governance. Both are a welcome gesture on the part of the all round development of the Bodoland. Narrow criticism, abusive language and threats will never serve the Bodos for unity and understanding rather may create communal hatred, disharmony and bloodsheds. We have to appease the anti-elements by any means!!!
       It’s a time to respond to the call of the day and take a strategic role for the Bodo nation.
Let us shun violence, let peace and unity reign Bodoland.

Centre for changes in dam design: CMSTAFF Reporter
 GUWAHATI, Oct 17 – The Centre has agreed to provide Assam 300 MW of power, in addition to the already allocated 208 MW, and 25 MW of free power from the Lower Subansiri Hydro-electric Project. Besides, the Union Power Ministry has also agreed to effect some changes in the dam’s design along with additional safety measures as suggested by the independent Dam Design Review Panel (DDRP) set up as a follow-up to the recommendations of the Thatte Committee.
The National Hydro Electric Power Corporation (NHPC), which is executing the project, will also be implementing the recommendations of the Joint Steering Committee (constituted in consultation with the State Government) with a total financial implication of Rs 470 crore.
Announcing this at a press conference today, Chief Minister Tarun Gogoi said that the Union Minister of State (independent charge) for Power, Jyotiraditya M Scindia had conveyed the developments to him through an official letter.
The Power Ministry also requested Gogoi to convene tripartite talks with the agitating groups, the NHPC/Government of India and the State Government to resolve the impasse over the project and resume the construction works.
Gogoi said that the continued delay in the resumption of works would cause cost escalation of the project and consequently, an increase in power tariffs that would have to be ultimately borne by the public.
“The Centre has also mentioned this and it is in the interest of Assam that the project is taken to its logical conclusion at the earliest. The Power Ministry has agreed to effect some changes in the project’s design besides incorporating a few additional safety measures,” he added.
The independent Dam Design Review Panel, according to the letter from the Union Power Ministry, “has examined the issues involved viz., foundation competency, seismic aspect, dam design review and existing ground conditions and has proposed some additionalsafety measures. The Ministry of Power has accepted the recommendations and the NHPC has been asked to take the project forward on the lines suggested by the DDRP. With these measures put into place, the safety of the dam from the seismic angle will be adequately addressed.”
The Chief Minister also claimed that the State’s power scenario would improve considerably by 2014 with the commissioning of the Bongaigaon Thermal Power Project. Besides, the State will also get 240 MW from the Palatana thermal power plant of Tripura, he added.

Fish deaths at Deepor Beel

Borjhar, Oct. 17: The sight of dead fishes in Deepor Beel, Assam’s only Ramsar Site, in the past week has become a matter of concern for the authorities as well as the local residents who are having to put up with the overpowering stench of rotting fish.
Sources said nearly 1,500 fishes have perished so far and some of the dead fishes, a majority of which are rohu, weigh 2kg to 3kg.
Today, a dead fish weighing nearly 3kg was seen floating in the beel.
“This is for the first time that the body of a big-sized fish was sighted since the deaths began. The whole body of the fish turns red as it rots,” environmentalist Laxman Teron told The Telegraph.
Deepor Beel supports 54 fish species belonging to 20 families.
These include a high concentration of indigenous freshwater species.
Deepor Beel has both biological and environmental importance besides being the only major stormwater storage basin for Guwahati.
Fishery department officials today came and collected water of the wetland for tests.
Sub-divisional fishery development officer Pranjal Sarma said the collected water has been given for analysis and the results are awaited.
Divisional forest officer of Guwahati wildlife division D.D. Gogoi said the forest department has taken the help of the fisheries department to find out the cause of the deaths. “It is too early to come to a conclusion. The exact cause of deaths can be ascertained after the fishery department’s analysis,” Gogoi said.
At present, there is a bad stench emanating from the wetland because of the decaying dead fishes.
Teron said the dead fishes might also affect the birds that come for food in the wetland.
Referring to the death of some bird species, including the greater adjutant stork, after devouring dead fishes in the wetland in 2009-10, Teron said birds like pond heron, intermediate heron, greater heron and cormorants have died after consuming dead fishes in the wetland.
“About 50 to 60 greater adjutant storks have so far died in the wetland after consuming dead fish in the past few years,” Teron said.
Apprehensive of more trouble to aquatic life, local residents have alleged that the wetland has become a sewage-dumping site, leading to pollution.
Sources said fish deaths in Deepor Beel have increased with the decrease in water volume.
A Planning Commission team, which had visited the wetland in 2008 under the National Wetland Conservation Management Programme of the Union ministry of environment and forests, had stated in its report that “encroachment of the beel was evident, as there were a number of dwelling units and cement structures inside the beel”.
